To upgrade an item, suggest going to Guild Hall or anyplace with NOTHING on the radar. Anyway, you drag the HS on the item you wish to upgrade. You get a window that pops up. The square is to place your RoPs there.
If you don't have these skills maxed please have Runes of Protection Levels 1 and 2 to help you. It is easier to upgrade with these with you, you have less of a chance for your weapons and armor to break. There are also very expensive.
Now if you unmeld an item, the cover or outfit is still good. It will not vanish from your inventory till the 30 days are up, so if you had a weapon with cover for 2 weeks and then upgrade your weapon to the next level.
